CPUC to Hold Public Forums on San Gabriel Valley Water Application to Increase Rates
SAN FRANCISCO – The California Public Utilities Commission (CPUC) will hold virtual and in-person Public Forums on July 8 and 9, respectively, to gather public comments directly from customers regarding San Gabriel Valley Water Company’s application to increase rates for its Los Angeles County and Fontana Divisions. The CPUC invites members of the public to attend and provide their comments.
About the Proceeding
In January 2025, San Gabriel Water filed its General Rate Case application for CPUC consideration. In its application, San Gabriel Water requests an increase in revenue for both its Los Angeles County Division and Fontana Water Company Division over a three-year period beginning in July 2026.
For Los Angeles County Division customers, San Gabriel is requesting an increase in revenue of:
- $14.78 million (14.3%) in 2026-2027
- $4.56 million (3.8%) in 2027-2028
- $4.89 million (4%) in 2028-2029
For Fontana Division customers, San Gabriel is requesting an increase in revenue of:
- $12.79 million (13.2%) in 2026-2027
- $4.45 million (3.9%) in 2027-2028
- $4.53 million (3.9%) in 2028-2029
If approved, these increases would impact monthly bills for residential customers. For example:
- An average Los Angeles County Division residential customer using 10 centum cubic feet (CCF) with a 5/8” meter would see a monthly bill increase from $74.47 to $86.02 in 2026 and up to $93.66 by 2028.
- An average Fontana Division residential customer using 12 CCF with a 5/8” meter would see a monthly bill increase from $75.74 to $86.15 in 2026 and up to $93.13 by 2028.
San Gabriel Water cites rising costs for common expenses, water purchases, assessments, and insurance as key reasons for the proposed increases.

How to Make Comment
- Attend: Join the CPUC at a Public Forum in-person and sign-up to speak.
- Call In: For the Public Forums that offer remote access, use the telephone number listed above to comment publicly during the Public Forums.
- Participants who wish to speak must press star (*) one, unmute their phone, and record their name. This will alert the operator who will put the speakers into a queue and announce each speaker’s name one at a time when the speaker’s turn comes up. When it is time for public comment, the Administrative Law Judge assigned to the proceeding will make an announcement through the telephone line for those who wish to speak.
- Submit Written Comments: Submit your comments anytime online, and read the comments of others, on the proceeding’s Docket Card.
